Power plants can suffer from variable fuel quality. A SCADA/DCS or Advanced Process Control control system can be used to control the process, but output can still vary significantly.
The goal is to maintain high performance with low variability while keeping within emissions control limits and keeping use of chemicals as low as possible. Traditional control systems, even fuzzy logic or MPC-powered APC systems, struggle with the challenge of balancing the shorter-term goal of high, consistent output with the longer-term goal of low emissions.
